When this coin was minted, Mexico was in a period of instability.  Having won independence from Spain in 1821, the Mexican government had transitioned from an empire to a federal republic, to two separate liberal and conservative governments.  Tensions between the two turned into a civil war that lasted from 1858 to 1861.  The liberals won the war, but the conservatives requested intervention from France.  The French Army defeated Mexican forces and instated the Second Mexican Empire, placing Maximilian Habsburg (also known as Maximiliano I) on the throne in 1864.  However, his rule would be short-lived.  In 1867, after the French Army had withdrawn from Mexico, liberal forces executed Maximilian and restored President Benito Juarez to power.
